Black strategies are unofficial hidden strategies, in the same sense that secret operations that governments deny are known as black ops.

There is overwhelming evidence that SBRC appears to be guided by these hidden strategies that evade and undermine the regulations that are supposed to protect the public interest.

Because cryptos can be used for criminal activities, governments will have to introduce laws that prevent cryptos from performing financial transactions anonymously. The introduction of anti-anonymity legislation will burst the crypto bubble if by then it has not already burst.

Here are details of five of SBRC's hospital scams.

SBRC spends ratepayers money subsidising its so-called "community" hospital that is actually a private hospital. SBRC pretends that the hospital costs ratepayers nothing.

The majority of South Burnett ratepayers do not have private health insurance and cannot afford to pay private hospital fees and therefore cannot obtain hospital services from the private hospital that they are forced to subsidise.

SBRC forces the poorest people in the South Burnett to subsidise a private hospital that exists for the benefit of the wealthiest people.

SBRC's Property Caste System

SBRC's property caste system provides most of the mechanisms that SBRC uses to carry out its discriminatory black strategies. The property caste system meshes perfectly with SBRC's black strategies, like two cogs in a machine.

Lower-caste ratepayers are forced to subsidise higher-caste ratepayers through discriminatory activities such as preferential dealing, asset stripping and social engineering. Preferential dealing includes a rigged differential rating system.

To ensure that the South Burnett's conservative majority is maintained, population growth is hindered in lower-caste areas by the deployment of a range of deterrents. Also, incentives have helped to create an unusually high proportion of elderly people in the population.
The South Burnett's Link with Royalty

Research into the origin of the name of Kingaroy Creek has uncovered that the pioneering founders of Taabinga Station, the Haly brothers, had ancestors that included English and Irish royalty and French nobility.

These connections do not explain where the name of Kingaroy Creek came from, but they do add a splash of colour to the history of the South Burnett.

Addendum: Charles Robert Haly sold Taabinga Station to Thomas Alford whose wife Sarah Ogg had some famous relatives.

SBRC Switcheroo Tricks Steal Water Rights

SBRC turns a blind eye to the sources of organic pollution that cause Gordonbrook Dam's chronic water quality problems.

If the rights to the water from Gordonbrook Dam are taken from Kingaroy residents and given to irrigators, then townspeople will have to pay for expensive water from Boondooma Dam.

SBRC is planning a $12m upgrade for Gordonbrook Dam. It is suspected that the upgrade is to increase the dam's capacity.

It seems likely that SBRC's reserves will be plundered to fund the upgrade. SBRC pretends that money taken from its reserves costs ratepayers nothing. If irrigators are given the dam, then ratepayers will lose their $12 million as well as losing their valuable dam.





SBRC Preferential Dealing - Roads

If one km of bitumen at the quiet western end of Shellytop Road, where it joins the Mundubbera Road, is justifiable for just one residence, then bitumen should easily be justifiable for the dozens of residences at the busy eastern end of Shellytop Road, where it joins the Chinchilla-Wondai Road.

Apart from the huge difference in the number of residences and in the volume of traffic, the only other difference between the opposite ends of Shellytop Road is that there are no SBRC VIPs residing in the busy eastern end.

In 2018-19, SBRC obtained government grants to fix specific neglected rural gravel roads, including Shellytop Road, but preferentially transferred part of the benefit to other roads of its own choosing.

Analysis of "South Burnett Directions"

SBD is an unelected committee of SBRC. It appears to be taking over the roles of councillors. The existence of SBD appears to justify the appointment of an administrator for SBRC.

Social Engineering - the Memerambi Mess

The conditions of a special dispensation granted by SBRC to a property developer included a stipulation that a bank guarantee be provided by the developer to cover uncompleted infrastructure. The approval condition concerning the bank guarantee is contained in the minutes of a council meeting. The developer became insolvent before constructing the infrastructure.

Homebuyers may have grounds to claim damages from SBRC because SBRC does not appear to have obtained the bank guarantee, even though SBRC allowed houses to be built and sold without infrastructure. The bank guarantee should have covered the infrastructure costs. Instead, SBRC forced each dudded homebuyer to pay tens of thousands of dollars.

Some think that puppetmasters may have deliberately orchestrated the Memerambi Mess. The purpose appears to have been to hinder population growth in the South Burnett.

Social Engineering - Unapproved Dwellings

SBRC turns a blind eye to shed dwellings and weekenders in rural residential subdivisions in SBRC's Division Six, formerly Wondai Shire.

Most of these rural lifestyle properties are owned by people who reside elsewhere. They cannot enrol on the South Burnett electoral register.

If there was a properly-approved dwelling on every block, then there would be hundreds of extra non-farming non-elderly people in Division Six, who would all be added to the electoral roll. Then there might no longer be a guaranteed conservative majority for the Division Six seat on the council.

To help ensure that this will never happen, SBRC hinders population growth by turning a blind eye to unapproved shed dwellings in Division Six.

Solar Cycles and Global Financial Meltdowns

There is a longstanding correlation between the cyclical activity of the sun and global financial markets.
